二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱企业等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement implements government-mandated or priority policies for the purchase of energy-saving and environmental protection labeled products, promoting small, medium, and micro enterprises, facilitating employment for people with disabilities, supporting prison businesses, etc.

(c)本项目的特定资格要求：（3）供应商须具有水工金属结构制作与安装工程专业承包二级资质，项目经理必须持有水利水电工程专业二级注册建造师执业资格，还须具备水行政主管部门颁发的《安全生产考核合格证书》（B证），其余施工人员须持证上岗。
（4）本项目为专门面向中小企业项目。
（5）本项目不允许联合体投标。

(c)Specific qualification requirements for this program: (3) Suppliers must have a secondary contracting qualification for the production and installation of hydraulic metal structures, and the project manager must hold a Level II registered constructor qualification in water conservancy and hydropower engineering. They must also possess a Safety Production Assessment Certificate (B certificate) issued by the water administration department. All other construction personnel must be certified to work.
(4) This project is specifically aimed at small and medium-sized enterprises.
(5) Joint bids are not allowed for this project.
