Brief specification description or basic overview of the project: The 21 water gates (pump gates) under the jurisdiction of the water gate center are responsible for the maintenance of automatic control equipment, water gate security system services, digital system and electrical maintenance of the monitoring center. They respond promptly to software and hardware failures that occur during system operation, conduct professional repairs, and ensure reliable system operation. They propose and implement system upgrade and optimization plans for problems discovered during maintenance.

合同履约期限：本合同期限定为 12个月。从2026年1月1日至2026年12月31日。

The Contract Period: The term of this contract is set at 12 months. From January 1, 2026 to December 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购有关支持中小微企业、政府强制采购节能产品、鼓励环保产品、促进残疾人就业、支持监狱和戒毒企业、服务不发达地区和少数民族地区以及限制采购进口产品等相关政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This project implements policies and regulations related to government procurement to support small and medium-sized enterprises, mandatory procurement of energy-saving products, encouragement of environmentally friendly products, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, services for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：（1）供应商未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商。
（2）项目负责人应具备机电工程二级注册建造师以上（含二级）资格证书。
（3）本项目面向中小企业（含中型、小型、微型企业，下同）采购

(2) The project leader should possess a Level 2 Registered Constructor or or above (including Level 2) qualification certificate in Mechanical and Electrical Engineering. (3) This project is aimed at small and medium-sized enterprises (including medium, small, and micro enterprises, the same below) for procurement. (4) Accepting consortium bidding: □ Yes ■ No.
